HF Board Meeting Notes 02.09.2016, 6:30pm

- EL read through 1/12 notes
- Clarified signage that was targeted in 1/2016 LISC mini grant application – Rachel P. wrote & submitted the mini-grant on HF’s behalf.

Communication with SWSolns (PL)
- Murray building maintenance is still an issue
- Discussion of Christina deRoos’s 2/9 email, encouraging a letter to SWSolns’s board directly via a letter (draft here), with main points below:
- Attending Board meetings to report progress rather than just meeting with staff endlessly
- An update from HFHD posted to Inside SW
- Sharing concerns at an upcoming Vista meeting (“open process” on new project, but not with existing projects – what does that say about SWS commitment to long-term community partnership?
- Requesting SWS apply for funds for property mgmt, etc. and that HFHD partner to support
- Requesting SWS provide HFHD with specific steps they have taken to ensure the known sexual assault that occurred in one of their HFHD buildings cannot happen again
- Requesting SWS share how they collect resident complaints (crime and otherwise) and report to HFHD relevant issues (crime in/near buildings, for example)
- Requesting SWS partner with HFHD to raise $ for community improvements that HFHD residents would identify and oversee (community art projects to connect neighbors in SWS buildings with broader community as a goal in and of itself and also a way to strengthen community ties – an ingredient for crime reduction and generally stable communities and more)

Next Steps re: communication with SWSolns
- DS notes that communication needs to be with both boards: SWHS and SWSolns
- At next meeting, discuss future communication between HFNA/Christina and SWSolns terms of engagement going forward
- Specifically, ask for a walk-through of parking lot in the spring to discuss issues and suggestions
- PL will ask Christina deRoos for a summary of HF-SWSolns notes going forward
- Any additional next steps with Murray building?
LISC Planning Process (EL, RP)
- HFNA will likely receive $500 for magnets
- Planning process is disconnected and lacks long-term funding. SDBA and Congress of Communities are both involved in long-term implementation (technical assistance, funding for convening)
- Re: Clark Park education campus — started with a different group, now LISC wants to be more involved. Anthony and other reps have met.
- AA’s experience with LISC when they did this is that it was a similar process
- City’s Dept of N’hoods (Rico Razo) and

- Community meeting to vet 3-5yr action plan, tentatively held for March 15, 2016 at St. Anthony’s

Next Steps re: Coast Guard Notice
- AA will draft a letter from the HFNA, circulate with us, and then email to the Coast Guard – and/or a HFNA rep can read it at the 2/25 meeting (AA can’t attend)
- There will be a public meeting on 2/25/16 — Greater Apostolic Church on Fort Street – Very Important that as many public comment of concerns be submitted for the record to the USCG & this can be done via email.

Bylaws (working draft link here, EL, RA, MM)
- Discussed through Article II, Section 6 but ended on a question back in Article I, Section 4 around whether individuals or households count as members
- Changes
- Purpose/Articles — changed to version that we discussed/adopted in October 2015
- Article I, Section 1 — changed “resident” to person “whose principal residence” is in the neighborhood from a person who “resides” in the neighborhood
- Article I, Section 2 — clarified grammar and fact that carryover members are “of that household”
- Article II, Section 1 — changed “his address” to “their email or home address”
- Article II, Section 2c — changed “Recording Secretary” to “Corresponding Secretary”, and “the member” to “all members”
- Article II, Section 6 — added “Modified” to Roberts Rules, de-emphasised “Residents” but referenced definition earlier in document

Crime/Neighborhood Safety
- AA – conversation with Officer Ruiz re: rape and armed robbery on Shady lane last week. New captain: Whitney Walton. Currently under investigation. Surprised to know that we had an neighborhood association. Asked for us to join their community meetings, which are also on the 2nd Tuesday at 6pm.
- DS – Robert Rodriguez organizing safety efforts in neighborhood with student assistance
Next Steps re: Crime/Safety
- Discuss at next meeting whether to change meeting dates for HFNA to accommodate precinct community meetings
- Any next steps re: Robert Rodriguez’s/Janet Ray’s safety initiatives? DS agreed to send Robert Rodriguez an email to invite him to our next meeting so he can share his preliminary work & ideas with the students on re-establishing our HF Neighborhood Watch.
